본 연구는 이명박 전 대통령이 공약으로 ‘반값등록금’을 제시한 2007년부터 2013년 현재 박근혜 정부까지의 ‘반값등록금’ 정책의 변동과정을 문제, 정치, 정책의 세 가지 흐름이 특정 순간에 결합하여 정책의 창이 열리고 이 때 정책혁신가가 중요한 역할을 한다는 Kingdon의 다중흐름모형을 적용하여 분석하였다. 구체적으로 반값등록금이 이 슈화된 과정, 이해관계자들로 인한 정책의 형성과정, ‘반값등록금’이 다양한 형태로 변 화한 정책대안의 변화과정, 정책대안의 확산과정 등을 살펴보았다. 분석결과는 다음과 같다. 첫째 ‘반값등록금’의 문제는 과거에서부터 지속되어오던 높은 수준의 등록금 문제가 황우여 원내대표의 ‘반값등록금’ 발언이라는 촉발기제로 인해 정책적 이슈가 되었다. 둘째, 정부와 정당 및 학생단체와 시민단체는 ‘반값등록 금’ 정책의 변동과정에 있어서 주요한 역할을 하였으며 등록금과 관련한 다양한 정책 대안을 만들어냈다. 셋째, ‘반값등록금’과 관련한 정책대안은 크게 ‘고지서상의 등록금 반값’과 ‘등록금 부담의 반값’의 형태로 나타났다. 넷째, ‘반값등록금’ 정책의 결정적 정책혁신가는 각 정당과 정부이며, 정치의 흐름이 가장 큰 영향을 끼쳤다.
This research attempts to analyze the change process of ‘half tuition’ policy from 2007 to 2013 based on the Kingdon’s multiple streams framework. This research reviews ‘half tuition’ issue raising process, related person’s policy formation process, change process of policy alternatives, and diffusion process of policy alternatives. The results of analysis are as follows. First, the ‘half tuition’ issue was politicalized by Hwang Woo Yea’s (representative of a party) ‘half tuition’ comment under circumstances of high tuition level. Second, government and political party play an important role in making various policy alternatives related with the ‘half tuition’. Third, policy alternatives related with ‘half tuition’ are appeared as two forms of ‘half tuition by a bill’ and ‘decrease of tuition burden’. Fourth, decisive policy entrepreneurs of ‘half tuition’ policy are government and each political party, and influence of politics stream is most important.
