The purpose of the study is to review CAMPUS Asia(Collective Action for
Mobility Program of University Student in Asia) project background of policy
formation, analyze it based on policy agenda setting model which Cobb,
Ross, and Ross(1976) provided as a theoretical model for agenda setting of
educational policy, and provide policy direction for future of it analyzing
current situations and problems in operation of it.
According to policy agenda setting model explained by Cobb, Ross, and
Ross(1976), the CAMPUS Asia project is policy made as a policy agenda by
direction through the agreement of political leaders and received the
support of office of foreign affair secretary and office of education
secretary, in charge of office of Blue House’s national task. It became
government agenda approaching to the highest policy decision-maker being
leaded by bureaucratic group(President and related office of chief secretary,
Ministry of Foreign Affairs, and bureau in Ministry of Education) in
governmental institution for making effective policy. Therefore, it is work
made as policy agenda by mixed formation of mobilization and internal
approach type.
Based on the analysis of process and operational situation of CAMPUS Asia
project, the study provided some directions for development for enlarging
and pushing it as pan-asian college student exchange program like
ERASMUS program in Europe and for making the improvement of
inter-understanding among three countries and basement for activating exchange between university in Asia through the exchange of Korean,
Chinese, and Japanese college students in East Asia and activation of joint
and dual diploma among three countries’ universities.
