The purpose of this study is to analyze the policy of Gyeonggi Provincial
Free School Lunch Program Based on Advocacy Coalition Framework(ACF).
The analysis was accomplished in five dimensions applying external
parameters(stable external parameters and dynamic external parameters),
advocacy and belief systems(normative core, policy core, and instrumental
core), strategy, policy brokers, and decision making and policy output. This
framework enables individual to understand policy making process through
various perspectives. The results of this study are as follows.
First, substantial and clear controversial agendas need to be set up
because the intricate structure of policies is crucial to get people’s support
and participation.
Second, the policy of Free School Lunch Program necessitates considering
the influence and intention of external parameters along the values,
standards, philosophies, political positions that compel societies to undertake
improvement and change.
Third, various communicational channels have to be organized to make
advocacy coalitions share their opinions and cooperate and find a resolution
for the formation of policy.
Finally, the roles of policy brokers is very important to mediate a strong
dispute among advocacy coalitions. Policy brokers could be third party
including politicians, administrators, government officials or civilian
organizations.
