This study has done to examine the characteristics of tipping and also the
factors that have influence on tipping in choosing the high school in two
cities at the early stage of the assignment of students on school through a
lottery system. The examinations on statistics and interview have done to
achieve the goal of study.
According to analysis, tipping while applying high schools under
equalization policy that is related to assigning schools tends to show the
differentiation into qualitative tipping and quantitative tipping. The cause of
this differentiation is found in parents’ strategies of choosing schools
according to the grade of their students, and strategies of middle school and
high school in attracting students in upper rank. In other words, the parents
who have child that has better grade than others tend to prefer private
school to public school and participate actively in the process of school
choice. On the other hand, the parents who have child that has poor grade
than others are likely to be passive and dependent to others in choosing
schools. These characteristics of parents in choosing schools and the
characteristics of middle school and high school are combined, so the
differentiation is easily occurred. On the result, private middle and high
schools show much effort to attracting parents of excellent child who show
special interest in private schools. Particularly those schools have a good
command of demanding diverse strategies to attracting parents of excellent
students who has particular in their choices, meanwhile choosing strategic
skills for students in middle rank for achieving the goal of protecting upper class students and covering-up the tipping. As a result, the differentiation is
occurred in quantitative tipping that upper class students are excluded while
overflowing the applicants, and also in qualitative tipping that upper class
students are concentrated while the number of applicants are not been
reached.
