The purpose of this study is to analyze the basis and the conflict factor
on requirement of private university deregulation, since the government
currently carries out the deregulation policies for universities.
To achieve this, this study conducted a survey targeting the presidents
and deans of planning office of 57 universities, and confirmed the validity
of basis for requirement of deregulation from consulting and policy debate.
Also, this study analyzed the conflict factors for requirement of deregulation
and categorized these as follows; different purpose, different cognition
between groups on the process of purpose achievement, different behavioral
tendency, limited resource, and different draft plan.
As a result of the analysis, the conflict factors for the requirement of
university deregulation were as follows; first, for the conflict between
government and university on the issue of university tuition, the conflict
factor was the different purposes between two organizations. Second, for
the conflict between government and university on the issue of foundation
transferred money, the conflict factor was the different cognition on the
role of educational foundation between government and university. Third,
for the conflict between government and university on the issue of tax
exception system for private university, the conflict factor was the different
cognition on the profitability of private university and industry-academy
cooperation foundation between government and university. Fourth, for the
conflict between private universities on the issue of recognition range of
school site and school building, the conflict factor was the different behavioral tendency between each university according to its own
characteristic. Lastly, for the conflict between private universities on the
issue of university structure reform and regulation on financial support
policy, the conflict factor was the limited resource.
