본 연구의 목적은 공교육정상화법 정책결정오차의 발생원인과 오차수정의 적절성에 대해 분석하는 것이다. 이를 위해 정책문제의 원인과 결과, 정책목표와 정책대안을 규 명한 후, 이들 사이에 상정되었던 인과관계의 타당성을 검토하였고, 정책결정오차에 대 한 정책추진주체의 판단과 추진했던 오차수정이 가지는 의미에 대해 분석하였다. 분석 결과, 정책문제의 원인 분석 단계에서 선행학습을 유발하는 가장 주요한 원인―경쟁적 인 교육제도 속에서 다른 사람보다 앞서고자 하는 욕구―이 간과되었고, 이는 정책설 계 단계에서 이를 해결하기 위한 정책대안이 포함되지 않게 되는 결과로 이어졌으며, 이로 인해 공교육정상화법의 정책결정오차가 발생한 것으로 분석되었다. 한편, 교육부 가 추진한 오차수정은 정책의 근본적인 취지와 방향을 부정함에 따라 시정오차를 발생 시킨 적절하지 않은 오차수정이었던 것으로 해석된다.
The purpose of this study is to analyze the causes of decision error and the adequacy of error correction with regard to the 「Special Law for Promotion on Normalization of Public Education and Regulation of Preceding Education」. First of all, the causes and results of the policy problem as well as the policy purposes and its means were examined, followed by a review of the validity of these relationships. After that, how the Ministry of Education interpreted the decision error of the law and what was the meaning of their error correction were analyzed. This study found out that the primary cause of preceding learning, a desire to be better than others in the competitive educational system, was overlooked when analyzing the cause of policy problem. It prohibited the adaptation of an appropriate policy means to solve the issue, and led to the decision error of the law. Meanwhile, it revealed that the error correction by the Ministry of Education was inadequate because it generated a correction error by denying the original purpose and direction of the policy.
