오늘날 우리 사회의 시대정신은 국민대통합이다. 국민대통합은 공감, 공감·소통·화합·배 려·나눔 등과 같은 가치들이 강조되고 있다. 국민대통합은 국민들을 하나의 가치와 협력, 그리 고 기관 등을 연결하고 유지하게 한다. 이 연구는 우리나라에서 국민대통합의 개념과 의미는 무엇인지를 분석하였다. 국민대통합을 저해하는 요인은 어떤 것들이 있으며, 국민대통합 저해요 인으로 교육정책은 무엇이 있는 지를 살펴보고 향후 개선방향을 모색해보았다. 국민대통합의 개념을 분석함에 있어서 통합은 갈등과 균열을 전제하는 개념이다. 국민대통합은 국민이 더불 어 함께 살아갈 수 있도록 이념, 지역, 계층, 세대를 넘어서 통합 지원하는 정책결정과정으로 정의하였다. 국민통합 저해요인으로는 경제성장 저하, 교육정책 문제를 진단 및 분석하였다. 국 민대통합의 교육정책 방향으로는 교육의 다양성 존중, 교육정의 실현, 국민적 합의, 법 존중과 준수, 기존 정책의 종합적 평가, 의사결정과정 참여, 교육재정의 안정적 확보, 교육청렴도 향상 등을 제안하였다.
