경찰은 범죄위험성을 평가하고 이에 대한 개선책 제시를 목적으로 하는 방범진단제도를 운영하고 있으며, 동 정책의 일환으로 방범진단카드라는 개발·이용하고 있다. 그러나 동 진단카드의 진단항목이 모호하고 지엽적이라서 활용도가 낮아, 개선의 필요성이 항상 제기되어 왔다. 이에 본 연구는 지역사 회 경찰활동에 기반을 둔 범죄예방 정책의 역사가 깊은 미국의 대표적인 지방경찰, 특히 우리와의 비 교등가성 있는 뉴욕경찰국(NYPD)의 침입범죄예방 진단체크리스트를 분석하고자 하였다. 이러한 비교 연구를 바탕으로 우리의 상황적·문화적 가치에 적합한 정책 시사점을 도출하고, 이를 토대로 방범진 단카드 제도의 개선방향을 도출하고자 하였다. 기존 선행연구의 결론과 차별되는, ① 범죄뿐만 아니 라 화재 등 비상상황시에도 통용 가능한, 위험항상성(Risk Homeostasis) 이론에 입각한 물리적 기준 제시의 필요성, ② 완전한 보호(Total Protection)개념을 바탕으로 한 자기안전에 대한 인식전환 및 실 천 강조, 두 가지의 정책 시사점이 최종적으로 도출되었다.
The Korean Police operates security checklists for crime prevention, but those checklists don’t specify detailed methodology regarding risk assesment and corrective measures. In this context, the research aims to explore the NYPD’s burglary crime prevention checklists, and thus, derive distinguishable policy implications for the development of Korean security checklists. Noticeably, the policy implications, previously not addressed in the existing literature, are drawn as follows: ① creating physical standards, based on "Risk Homeostasis Theory", which consequently can also address emergency situations such as fire and building collapse, ② fostering self-awareness towards personal security issues, based on the concept of "Total Protection".
