본 연구는 평생학습의 본래적 목적에 비추어 충남지역을 중심으로 지역평생교육활성화 지원사업과 장애성인 평생교육의 현황을 고찰하고, 향후 지역평생학습에서 지향해야 할 장애인 평생교육 활성화 방안을 탐색하고자 한다. 2014년 현재 정부는 시·도 평생교육진흥원의 운영지원, 평생학습도시 조성, 행복학습센터 운영, 다모아 평생교육정보망 구축 등의 지역평생교육활성화 사업을 지원하여 1,371개 프로그램에 70,985명의 학습자가 참여하고 있는데, 장애인 대상의 프로그램은 매우 적은 실정이다. 이 에 지역평생교육활성화 지원사업이 본래의 목적을 달성하고 다양한 장애성인들의 학습욕구를 충족하 여 지역사회의 통합과 발전을 위한 학습도시를 만들어 나가기 위해서는 ‘모두를 위한 교육’ 네트워크 구축, 장애성인 평생교육 전문인력 확충, 다양한 장애성인 프로그램 개발·보급, 지속적인 통계자료 생 산, 지역평생학습사업 평가방법 개선 등이 이루어져야 할 것이다.
The purpose of the study was to investigate the current status of lifelong education for adults with disabilities in local learning policies. Currently 2014, The government has supported The government has supported of the revitalization of education for local lifelong education; to operation of the institute for lifelong education in cities and provinces, to promote lifelong learning city project, to manage happiness learning center and the development lifelong learning information network “damoa”. It has 1,371 programs and 70,985 learners, but lifelong learning programs for adults with disabilities are very small. The following suggest the activation of the lifelong education for adults with disabilities in local lifelong learning based on the above findings: 1) ‘EFL’ cooperative educational system building, 2) empowering of education expert for adults with disabilities, 3) development and provide of various lifelong education program for disabilities 4) sustained various status and needs data of lifelong education for disabilities and 5) improvement of evaluation criteria to support of local learning policy.
