본 논문은 노동자의 생활안정과 노동의 질적 향상과 동시에 효과적인 고용을 위해 최저임금제도의 의의와 개념, 생성배경 및 도입목적과 경제적 효과를 검토해 보고, 우리나라의 최저임금제도가 갖는 특징적 현상과 그 운영 실태에 대해 살펴보고자 한다. 이 제도가 노동자나 사용자에게 어떠한 실익이 존재하는지를 동시에 검토함으로서 최저임금제도의 실효성과 관련하여 노동복지를 실현할 수 있는 정책적 대안을 제시하고 이를 통해 개혁방안을 모색하고자 한다. 최저임금제의 실효성을 이루기 위해서는 최저임금법을 올바로 시행하고 감독하여야 할 것이며, 이 를 어기는 위법행위에 대해서는 엄중한 처벌을 강화하여야 할 것이다. 또한 각종 객관적인 정보나 자 료를 활용하여 공정하고 합리적인 조정을 이루는 세부적인 제도개선을 통하여 최저임금을 현실화하 여 노동자의 생활안정과 노동복지를 실현은 물론 노동과 고용이 상생하는 정치경제적 기반을 구축하 여야 할 것이다.
This paper try to investigate sense and concept, creation background and introduction objective of minimum wage system and economic effect for labor's stabilization of livelihood and qualitative elevation of labor and effective employment. And examine about diagnostic present state and the operation actual condition of minimum wage system of our country. May have to achieve effectiveness of minimum wage system, will have to enforce Minimum Wages Act uprightly and supervise and may have to strengthen a punishment that is strict about injuria that disobey this law. Also, need fair and reasonable coordination utilizing various objective informations or data For business rationalization and an efficient employment, try to attempt reorganization plan that can realize labor welfare regarding effectiveness of minimum wage system by examining at the same time whether some actual profit exists to laborer or user on this system.
