The purpose of this study is to examine the law WIA and the System operation and performance of
WIB in United States. Pennsylvania WIB case is a great example of the local-industrial based human
resource development projects. It will be able to provide a lot of implications for setting the local-Industrial
based human Resource development systems in Korea. The purpose of the WIA is to establish a workforce
development strategy is based on partnerships with vocational training center, local private sectors, Federal
Government and States Government. For the performance evaluation, It has quantitative indicators likes
employment, job retention rates, average wages, participation of training, and attain degree and certificates
etc in the Federal government level. also, It has qualitative indicators focused on the employment strategy
and relationships with relate agencies in the state level. Based on these results, There are proposed several
implications.
