창원, 마산, 진해의 3개 도시가 합쳐진 통합 창원시는 메가시티로, 행정구역과 보건의료의 변화를 가져오는 계기가 되었다. 보건진료소가 설치되었던 지역의 개발은 역할이 축소되었고, 도시화로 인한 사용자들의 구성이 급변함으로 인해 보건지소와 보건진료소 통·폐합 운영의 필요성이 절실히 요구되 고 있다. 본 연구는 기존 보건진료소 자료 검토, 성공적 보건지소·보건진료소의 통합 벤치마킹, 행정 책임자들의 의견 검토 등을 통해 구조적이고 업무내용 구성에도 시대적 변화에 발맞출 수 있는 최적 모형개발을 개발하고자 실시되었다. 연구결과 대상 보건진료소는 4년간의 3회차 계획에 의해, 부분적 통합과 폐쇄를 제안한다. 또한, 보건진료전담공무원 모두가 보건진료소의 폐쇄를 원치 않고 있으므로 주민의 새로운 건강요구충족을 위한 노력, 건강한 지역 구축을 위한 주민의 참여유도를 위한 노력, 건강에 대한 주민의 관심 유도 노력 등이 필요하며, 업무의 효율화를 위한 정보시스템을 따라가기 위 한 노력이 필요하다고 본다. 지역사회통합건강증진사업의 추진으로 업무내용의 혁신도 추천하는 바이 다.
Consolidated Changwon city is a mega-city which is the combination of Changwon, Masan, Jin-hae and it was the opportunity to bring the change in administrative district and health and medical treatment. Especially, development of the place where health care center was founded is minimized, and because the change in organization of users followed by urbanization, merge of branch office of the community health center and health care center is acutely required. This study was took effect to review the existing health care center's statistics, to have successful combined benchmarking between branch office of the community health center and health care center, and to develop the best form that is structural and can keep pace with change of time in details of business affairs by the ways such as reviewing administrative representative's opinion. As a result of the study we suggest health care center to have partial consolidation and closing by three times of planning in whole four years. For pushing forward community combined health improvement business we also suggest innovation in details of business affairs.
