오류관리문화는 직무특성에 있어서 불확실성과 직무복잡성이 높은 반면 신속한 의사결정이 요구되 는 항공 및 의료분야를 중심으로 개념화되었으며, 최근 영리기업을 중심으로 조직효과성 및 조직혁신 에 기여하는 중요한 개념으로 주목받고 있다. 본 연구는 사회복지 윤리와 가치에 기초하여 윤리적 판 단을 요구하는 상황에 직면하는 경우가 타 영역에 비해 많고, 사회복지윤리와 상충되는 의사결정으로 인해 부적절한 개입 및 서비스 발생 가능성이 높은 사회복지기관에 오류관리문화 구성개념타당화를 시도하였다. 이를 위해 서울·경기지역의 사회복지이용시설에 근무하는 사회복지사를 대상으로 층화표 집 방법을 활용하여 조사된 564명의 자료를 활용한다. 분석결과를 정리하면 다음과 같다. 첫째, 교차 타당화 방식을 적용하여 탐색적 요인분석과 확인적 요인분석을 실시한 결과 사회복지기관의 오류관 리문화 내용요인은 오류를 통한 조직학습 문화 구축(8문항), 오류발생시 개방적 의사소통을 통한 상호 협력체계 구축(4문항), 오류관리를 통한 업무효과성 제고(5문항)와 같이 세 요인으로 나타났으며, 각 요인들은 상호 변별되는 것으로 나타났다. 둘째, 사회복지조직의 대표적인 조직효과성 변수들에 대하 여 오류관리문화 요인구조는 준거타당도를 갖는 것으로 나타났다.
Based on bounded rationality, error management culture may be able to benefit from simultaneously pursuing the organizational effectiveness and innovation in aviation, medical and profit setting. This study aims to investigate the psychometric properties of the error management culture in social service agency. This study employs the stratified sampling method on social workers with more than two year work experiences in their current social service agencies that are located in Seoul and Kyungki province. This study has the following results: (1) the result of exploratory and confirmatory factor analysis shows that 3 factor structure are the most appropriate; (2) factor structure of error management culture was positively related to organizational effectiveness in social service agencies. This study discusses the theoretical and practical implications of the results.
