이 논문은 2015년 메르스 사태가 일어났을 때 제주도내의 메르스 감염환자의 유입을 차단, 선별하 는데 있어 제주대병원과 유관기관들이 적절한 조치를 취했는지 알아보기 위해 메르스 선별검사를 시 행한 환자의 의무기록을 후향적으로 조사하여 알아보았다. 그 결과 질병관리본부의 검사 기준과 맞지 않음에도 검사를 시행하는 등 부적절한 점이 발견되었으며 이것은 제주대병원 만이 아니라 유관기관 에서도 같은 결과를 보여주고 있음을 알 수 있었다. 또한 매스컴에서 메르스와 관련한 보도가 나올 때 마다 검사회수가 증가하는 경향을 찾을 수 있었다. 이것은 일반인들만이 아니라 의사들 역시 보건 당국의 대응 지침에 불신이 있고 어느 정도 두려움이 있었을 것으로 생각되며 스스로 의심환자들에 대한 검사 기준의 폭을 넓게 적용한 것으로 해석된다. 앞으로 생물학적 재난 상황에서 보다 효과적인 대응을 하기 위해서는 정부는 물론 유관기관 공동의 노력으로 대응체계 확립을 위한 노력을 기울여 국민에게 신뢰를 줄 수 있도록 해야 할 것이다.
This paper was a retrospective study that the medical records of patients who have undergone MERS screening to find out whether the proper measures have been taken by Jeju University Hospital and related organizations in blocking and screening the suspicious MERS patients in Jeju Island in 2015. As a result, it was found that there were inappropriate points such as inspecting even if it did not meet the screening indications of the Disease Control Headquarters. It revealed that not only Jeju University Hospital but also related organizations showed the same results. Also, there was a tendency to increase the number of screening tests every time media reports about MERS appeared. It is interpreted that not only the public but also the doctors have also distrusted the government's response guidelines and thought that there was some fear, and applied the wide range of examination indications for the suspected patients themselves. In order to respond more effectively in the event of biological disasters in the future, efforts should be made to establish a response system by the joint efforts of the government as well as related organizations so that the public can be trusted.
