In this research, researchers will try to understand the changes of Korean university education by
looking at the case of D university in Korea. Interest in competency has increased and competency
education has been introduced to public education through OECD's DeSeCo project. Korea has been
actively introducing competency education mainly from universities which participated in the national
education policy project such as CK, Link, ACE etc. since about 2010. It will be worthwhile to investigate
how Korean universities are changing with the introduction of competency-based education at the time that
about 8 years have passed since then. From this point of view, in this research, we will try to investigate
the university of D which is participating in the ACE project of the Ministry of Education and
implementing competency-based education. Particularly in the ACE project, because the motto is "to teach
well and to learn well", and it deals with educational curriculum, teaching and learning, and quality control
of education as the main element, it is appropriate to select an university which participated in the ACE
project for a long time. Research results show that D university defines the competency to accept the
requirements of experts and educational entities. In addition, D university has defined competencies so that
it matches our educational purpose, philosophy, talent image, and designates five core competencies and
fifteen sub-elements. As a main feature, D university has given partly unique properties to the competency
to realize it’s educational philosophy. As a whole, it seems that D university’s efforts concentrate on
students' competency development in relation to job education
