The purpose of this study is to analyze and discuss the problem by analyzing the problem of children 's
welfare teachers in community child centers in order to support the poor. And analyze gender issues and
discuss the improvement plan. The function and role of the regional children's center are strengthened by
nurturing the specialists who can not handle the recruitment problem of the local children's center at the
community child care center. The recruitment workforce is the weaker class, the low-income class, the
youth job seeker. And to provide stable and rewarding social service jobs. When the child welfare teacher,
a service provider for the problem-solving of poor children, receives appropriate treatment, the performance
of the service will appear. It is necessary to analyze the child welfare teacher project from the viewpoint
of gender in terms of rights as workers participating in the project. The results of this study are as
follows: First, employment guarantee and compensation system of child welfare teachers should be realized.
Second, the public support system for child welfare teachers should be laid. Finally, research on the
employment instability of social welfare organizations is required.
