본 연구는 기존의 지역사회서비스투자사업 품질평가 체계 및 절차를 수요자 중심의 관점에서 검토 하여 지역사회서비스투자사업의 현장조사의 방법론적 쟁점을 분석하고, 지역사회서비스투자사업의 현 장조사 절차를 수립하여 궁극적으로 지역사회서비스투자사업의 품질향상에 기여하는데 목적을 두었 다. 이에 본 연구는 기존의 지역사회서비스투자사업의 품질평가 체계와 현장조사를 위한 문헌을 검토 하고, 현장조사의 현황을 분석하기 위해 지역사회서비스투자사업의 주체인 지원단과 서비스제공기관 의 현장방문 심층면담을 통하여 현행 현장조사의 방법론적 쟁점으로 첫째, 서면조사 중심의 서면조사, 둘째, 부수적 방법으로서의 면접조사, 셋째, 간접방법으로의 이용자 만족도 조사, 넷째, 서류확인 물리 적 환경조사, 다섯째, 제공기관 중심의 품질평가, 여섯째, 현장조사 기관 선정의 문제점 등을 진단하 고 현장조사중심의 평가 업무 절차 11단계를 수립하였다. 정책적으로 지역사회서비스투자사업의 품질 향상을 위한 품질평가체계와 관련하여 첫째, 현장조사단 구성의 법적 제도적 지침마련, 둘째, 현장조사 단의 교육 강화, 셋째, 현장조사단을 위한 별도의 현장조사 매뉴얼 개발이 필요하다는 제언을 하였다.
This study aimed to analyze the issues on the methodologies of field research for the investment project of the community services by the reviews of quality assessment system and process on the existing the investment projects in the consumers’ point of view, and to establish the field research process on the investment project of the community services so as to contribute the enhancement of its quality. Hence, the literature reviews were performed on the quality assessment system and the field research for the existing the investment project of the community services in this study. To analyze the practices of the field research, the issues on the methodologies were defined upon face to face in-depth interviews to the project support team which was the main body of the investment project of the community services and service providers, diagnosing first paper research focusing on survey; second, face to face interview as a supplement way; third, users’ satisfaction research as an indirect way; fourth, physical environmental research by paper work; fifth, quality assessment focusing on the providers; sixth, the problems of research vendor selections, and establishing 11 steps of assessment process mainly for field research. It was suggested to be required of 1) preparation of legal system guideline for the organization of field research team, 2) strengthening the education for field research team, and 3) separate manual development of field research for the team, with respect to the quality assessment system to enhance the quality of the investment project of the community services as the policy.
