The Gyeonggi Provincial Office of Education is a representative that has
suffered sharp conflicts with the government regarding the budgeting of
NURI curriculum. The purpose of this study is to analyze the financial scale
and change of the Gyeonggi Provincial Office of Education after financing
the NURI curriculum and to suggest the future direction of local education
financing.
The Gyeonggi Provincial Office of Education's annual revenue has been
increased overall, but the most of the gains were borrowed. In terms of
expenditure, the universal welfare budgets have increased dramatically, while
the budgets of teaching and learning and the selective welfare for the
underprivileged have been dropped drastically.
Based on the results, the financial structure of Gyeonggi Provincial Office
of Education was diagnosed as follows. First, the Gyeonggi Provincial Office
of Education have financial difficulties on the expansion of new schools,
financial support for additional teachers due to the large influx of young
people in their 20s and 30s compared to other cities. Second, Gyeonggi
Provincial Office of Education has been provided funds in the way of
issuing municipal bonds, and thus the financial soundness is deteriorating.
Third, more than two-thirds of Gyeonggi Provincial Office of Education
expenditures are obligatory expenses, and the autonomy of the financial
management is deteriorating accordingly. Fourth, as the total revenues did not increase and the financial support for NURI curriculum was expanded,
the total failure of education including early childhood education and lifelong
education was caused.
