본 연구는 유아교육정책·평가 전문가, 유아교육행정 전문가, 유아교육현장 전문가의 의견을 바탕으 로 유아교육정책을 바람직한 기준으로 평가할 수 있는 학부모용 유아교육정책 평가척도 개발 방향을 탐색하는 데 목적이 있다. 이를 위해 전문가를 대상으로 포커스 그룹 인터뷰를 실시하였고, 개진된 전문가들의 의견은 SWOT 분석과 SWOT Matrix 전략 분석을 통해 제시되었다. SWOT 분석을 통해 정리된 유아교육정책 평가척도의 개발 방향 내용은 강점, 약점, 기회, 위협의 4가지 내용으로 분석하 였으며, SWOT Matrix 전략 분석을 통해 S-O 전략, S-T 전략, W-O 전략, W-T 전략의 개발 방향을 확인하였다. 본 연구를 통해 제안된 학부모용 유아교육정책 평가척도의 개발 방향 탐색은 학부모용 유아교육정책 평가척도 개발 시 고려해야 할 방향과 가치를 모색하는 데 의의가 있을 것으로 판단한 다. 이에 본 연구의 결과를 바탕으로 향후 학부모용 유아교육정책 평가척도의 개발 방향을 구상하고 실천함에 있어 고려해야 할 시사점을 정책적으로 논의하고 제언하였다.
The purpose of this study is to explore the direction of the developmental evaluation criteria of early childhood education policy which can evaluate early childhood education policy as a desirable standard based on opinions of early childhood education policy and evaluation experts, early childhood education administration experts and early childhood education field experts. For this purpose, focus group interviews were conducted with experts. Opinions of the experts were presented through SWOT analysis and SWOT Matrix strategy analysis. SWOT analysis analyzes the developmental direction of early childhood education policy evaluation scales as strengths, weaknesses, opportunities, and threats, and analyzes S-O strategy, S-T strategy, W-O strategy, and W-T strategy through SWOT Matrix strategy analysis. This study suggests that the developmental direction of the proposed evaluation scale for early childhood education policy evaluation may be meaningful for the direction and value to be considered in the development of the evaluation scale for early childhood education policy evaluation. Based on the results of this study, we proposed and discussed policy implications for the future development of the evaluation scale for early childhood education policy evaluation for parents.
