2017년 3월 28일 한국 점자 규정이 개정되었다. 최근 개정된 한국 점자 규정은 최종적인 점자 규정이 아니라 현 시점에서 공적으로 합의된 규범이므로 앞으로도 보완될 필요가 있다. 향후 점자 규정을 보완하 기 위해서는 그동안의 한국 점자 규정 개정 과정에 대해 고찰할 필요가 있다. 이에 따라 이 연구에서는 한국 점자 규정의 개정 과정을 제85주년 점자의 날 기념 세미나(2011년), 한국 점자 규정 개정을 위한 기초 연구(2012년), ‘한국점자위원회’의 활동(2014년), ‘점자 규범 정비 위원회’의 역할(2015년 이후), 국립국어원 특수언어진흥과의 설치ㆍ운영(2016년 이후) 등 5단계로 나누어 살펴보았다. 또한 각 단계에 제시된 한글 점자 개정(안) 내용을 비교함으로써 예외 규정의 축소, 점형의 규칙화, 묵자와의 일치성 확대 등 개정 방향을 확인하였다. 마지막으로 점자 규정 개정을 위한 과제로서 새로운 점자 심의 기구 설치ㆍ 운영, 점자 표기의 기본 원칙에 대한 합의 도출, 점자 규정에 대한 실증 연구 촉진 등을 제시하였다.
The purpose of this study was to reflect the process of revising the standards for Korean Braille. The process involved five stages as follows: (a) the seminar on the revision of the 2006 standards for Korean Braille in 2011; (b) an empirical study on the revision of the 2006 standards for Korean Braille in 2012; (c) activities of Korean Braille Committee, a private research team, in 2013; (d) the functions of Korean Braille Authority, a public entity, since 2015; and, (e) the roles of Special Language Promotion Division at the Institute of Korean since 2016. Different versions of the revised standards of Korean Braille were compared. The following issues for future revision of the standards were identified: (a) establishment and operation of a new braille authority; (b) development of the basic principles of the standards for Korean Braille; and, (c) promotion of empirical research that will yield the evidence of revising the standards for Korean Braille.
