이 연구는 발달장애인들에게 사회복지서비스를 제공하고 있는 사회복지사들이 발 달장애인들의 자기결정권에 대해 어떻게 인식하고 있는 지를 파악하는 것이 일차적 목적이다. 나아가 이를 바탕으로 발달장애인의 자기결정권 향상을 위한 사회복지서 비스의 방향 설정과 프로그램 개발의 기초자료를 제공하는데 목적이 있다. 이러한 연구목적을 달성하기 위해 발달장애인의 자기결정권과 관련해 엄선된 진술문 39개 를 가지고, 26명의 사회복지사들에게 Q 분류를 하게 하였다. Q 방법론을 통한 요인 분석 결과 네 가지 유형이 도출되었다. 유형 1은 발달장애인의 자기결정권은 기본적 권리이며, 사회복지사 등 전문가에 의해 보장되어야 한다는 ‘절대적, 보편적 보장형’ 이다. 유형 2, ‘제한적, 소극적 보장형’은 발달장애인의 자기결정권은 핸디캡으로 인 해 사회복지서비스의 제공과정이나 일상생활에서 제한될 수 있다고 본다. 유형 3은 ‘실천적, 보장주체 확대형’인데, 발달장애인의 자기결정권은 반드시 보장되어야 하 며, 사회복지사는 발달장애인 자기결정권 확대를 위한 변화를 추구해야 한다는 유형 이다. 유형 4, ‘주체적, 기회제공 중심형’은 발달장애인 자기결정권 향상에 중요한 것으로 당사자의 주체자로서의 역할, 사회복지사의 옹호자 역할을 강조한다. 본 연 구는 발달장애인의 권리, 자립 등이 매우 강조되고 중요시 되는 현실에서 발달장애 인의 일상생활에 직접적이고 강력한 영향을 미치는 현장 사회복지사들의 자기결정 권에 대한 인식을 알아보고 유형화하였다는 것에 의의가 있다.
The purpose of this study is to grasp the subjective perception of social workers on the self-determination of development disabled people and analyze the characteristics of each types. The Q-methodology was used to achieve the purpose of this study. The result of Q-sort with 39 statements targeting 26 social workers showed that there were 4 types. Type 1 perceived that the self-determination of the person with developmental disabilities is a fundamental right to realize values based on human dignity and is called 'universal-imperative guarantee type'. Type 2 is named 'restrictive-passive guarantee type' because it is perceived that the self-determination of the person with developmental disabilities should be respected in processing of social services. Type 3 refers to 'implemental, guarantee-subject enlargement type’, social worker should be pursuit enlarging of self-determination of the person with developmental disabilities. Type 4 ‘independent, opportunity–centerd guarantee type that the person, who emphasizes the role of advocator and independent role of the person with developmental disabilities. On the basis of study result, it was discussed with commonness and discrimination of each other and pointed out some implications.
