This study considers that launching the Korean War Memorial in Busan not only enhances Korean national prestige status, but also facilitates Busan to be sacred city of freedom and liberty, by a synergy with the existing UNMCK (United Nations Memorial Cemetery in Korea). The city of Busan implies geopolitical characteristics in the Korean Peninsula on which the Land and Sea Powers conflict. The city of Busan successfully executed the mission of the last bridgehead to defend the Republic of Korea during the Korean War. After the war, it had been a major trading port for goods and services and economic development. It still preserves the Korean War legacy and history in the city, Busan, and international citizens still maintain continuing concerns regarding the UNMCK. Thus, launching of the Korean War Memorial in Busan would be a catalyst and a good chance for Busan to be a sacred city and icon of freedom and liberty which are universal values of human civilization.
