장애인구의 증가 및 다양한 욕구를 지원하기 위해 정부는 다양한 장애인 지원법을 만들고, 특히 교육관련 법으로 「장애인 등에 대한 특수교육법 」제33조와 「평생교육법」, 동법 제34조에서 장애 인 평생교육 지원을 규정하고 있다. 또한 제4차 장애인정책종합계획(2013-2017)을 통해 장애성인 평생 교육의 주요 사업 내용을 제시하며 지원을 확대하고 있다. 그러나 각종 법과 제도를 통해 장애인 평 생교육 지원확대를 꾀하고 있음에도 불구하고, 보건복지부의 ‘2014년 장애인실태조사’에 따르면, 장애 인의 평생교육 참여 경험은 전체 조사대상자의 0.6%정도로 이는 2011년 조사결과인 0.8% 보다 낮은 결과를 나타내고 있다. 이는 장애인 평생교육 담당자의 전문성 부족으로 인해 사업이 제대로 수행되지 않고 있다는 문제 에 터하여 장애인복지관 사회복지사의 역량 제고를 통해 장애인 평생교육의 활성화 방안을 모색하고 자 하였다.
