The government has created a variety of disability support laws to support the increase in the number
of people with disabilities and various needs. In particular, Article 33 of the Special Education Act for
Persons with Disabilities and 「Lifelong Education Act」, Article 34 of the same Act stipulate support for
lifelong education for the disabled. In addition, through the 4th comprehensive policy plan for the disabled
(2013-2017), the main business contents of lifelong education for the disabled are presented and the support
is expanded. However, despite the fact that it is trying to expand lifelong education support for people with disabilities through various laws and systems, according to the Ministry of Health and Welfare's
'Survey on the Status of Persons with Disabilities' in 2014, the experience of participating in lifelong
education for the disabled is 0.6%, which is lower than the survey result of 0.8% in 2011.
This study suggests that the low participation rate of lifelong education for the disabled is due to the
lack of professionalism of the lifelong education specialist of the disabled, Therefore, it is important to
enhance the capacity of the social worker in the social welfare center for disabled people in order to
revitalize lifelong education for the disabled.
