Recently, The concern on youth is increasing gradually, but the youth policy for improving youth welfare level feel not quite satisfied. The purpose of this study is to analyze many-sided determinants in youth welfare policy process and present policy suggestions for the promotion of youth welfare level in Korea. As determining factors of youth welfare policy, we find six factors that the youth support act and ideology, policy makers, service delivery system for youth, youth welfare organization, personnel, budget. The policy suggestions are as follows. First, we have to improve awareness for youth welfare. Second, we have to accomplish governmental policy support to youth welfare. Third, we have to carry out reorganization of youth welfare administration organization. Fourth, we have to expand budget for youth welfare policy implementation. Fifth, we have to play an important part of youth director and expert. Sixth, we have to do interest of community and comprehension of relevant school.
