This study aims to examine an income guarantee system for the disabled to assure of minimum standard of living life for low income disabled persons and to introduce noncontributory disability pension. In this study, literature analysis was mainly used. To investigate actual situation of the disabled persons' income, the study made use of the reports as well as statistical data that governmental organizations published, for instance, the Ministry of Health and Welfare, the Ministry of Labor, Korea Institute for Health and Social Affairs, National Pension Corporation, the Association of the Disabled's Rehabilitation of Korea and the Research Institute of the Differently Abled Rights in Korea, etc. The study examined the income guarantee system for the disabled persons in Korea to investigate the phenomenon and problems of the system for low income disabled persons based on five kinds of criteria, that is to say, applications, kinds and levels of wages and salaries, financial resources, delivery system and associated laws and regulations. Then, the study examined introduction and preconditions of noncontributory disability pension and then suggested introduction plan of noncontributory disability pension system.
