In 2007, the Ministry of Health and Welfare has operated about 300
CSI(Community Service Investment) programs based on local governments’
needs with a newly constructed electronic voucher system. Generally, central
government and local government affect each other by regulations and coordination.
And they have to consider various situations and conditions like policy
targets, policy actors, and authorities. Central government set up the main direction
of social services, and local government may map out specific and effective
managing plans. However, there is little empirical study about rational
policy making through the connection of central and local government. This
paper tries to do empirical case studies about CSI policy making process.
