In case of personnel human service, there may be discrimination based
upon gender regardless policy purpose. The Ministry of Gender Equality
and Family operates the gender impact assessment program on public
service by law. The system has suggested the policy agenda for women
and men equal benefits in considering demands and differences
according to gender. In this paper, we analysis the attitude of user and
fire officer about 119 first aid service in view of gender equality. The
survey respondents agreed the high quality of 119 first aid service in Busan. Considering the trend of aging society and gender equality, on the
other hand, we find several important policy agenda such as extending
the number of woman ambulance crew and counseling service for
woman and child.
