본 연구는 2016년 전면 확대 실시되기 시작한 우리나라 자유학기제의 정책과정을 지 난 40여 년 간 성공적으로 운영되어 온 아일랜드의 전환학년제의 그것과 비교하여 시 사점을 도출하는 것을 목적으로 한다. 분석을 위하여 정책의 등장, 형성, 실행, 확산으 로 구성된 정책분석의 틀을 구안하였으며, 각 정책이 의제로 채택된 이후 지금까지 국 가기관의 주도로 작성된 정책 문서를 분석하였다. 연구 결과, 우리나라의 자유학기제는 국가의 주도하에 일괄적으로 추진되어온 경향이 있으며 정책과정에서 교사의 자율성이 나 주도적인 역할은 제한적인 수준이었던 것으로 나타났다. 정부 주도로 정책이 추진 되다 보니 고른 교육 기회의 제공 측면에서는 상대적으로 유리했으나, 교육구성원들의 실질적인 참여 보장에는 한계를 보였다. 분석 결과를 토대로 정책 실행주체의 자율성 및 다양성 보장과 학생의 고른 교육기회 보장 간 균형의 중요성을 강조하였다.
The free semester program of South Korea has been implemented nationwide in 2016 based on the experiences and outcomes of three years of pilot program. However, there are worries about the expediate implementation and thereby the substantiality of the policy. Given the importance of trust and social consensus on eduction policy for the ultimate success of the policy, this study intends to draw implications from the Irish Transitional Year Program through a comparative international analysis focused on the policy implementation process: 1) agenda setting; 2) policy development; 3) policy implementation and expansion. The result suggests free semester program of South Korea has been implemented by the strong drives of the government, while teachers role has been limited. Some policy implications are suggested based on the findings.
