Educational welfare has become a representative educational and political
issue in the process of educational welfare policies and political elections.
The purpose of this study is to analyze the semantic structure of
educational welfare issue according to the political change by the semantic
network analysis on words in articles containing the word ‘educational
welfare’ of main newspapers in Korea. As results, the number of articles
containing ‘educational welfare’ increased steadily, being the largest in
the MB government period and somewhat declining in the Park Geunhye
government period. Educational welfare issues were forming a semantic
network with a unique status and structure. According to the results of this
study, the politicization of education welfare in our society has become
clear phenomenon, especially local politicization tendency. In addition,
educational welfare issues, which showed the possibility of expanding the
meaning during the Participatory Government, showed tendency to converge
to the school education in the period of Park Geunhye government, and
also showed the possibility of linking education and welfare at issue level.
The researchers suggested policy implications and future research projects
based on these theoretical discussions.
