교육복지는 국민의정부 이후 교육정책의 실행과 선거 국면에서 우리나라의 대표적인 교육정치적 이슈가 되었다. 본 연구는 이런 교육복지 단어를 담고 있는 주요 언론 기 사 및 사설의 주요 단어에 대한 의미연결망분석을 통해 정치 변동에 따라 교육복지 이 슈의 의미 구조의 변화 과정을 탐색하기 위하여 실시되었다. 연구결과 ‘교육복지’를 포함한 기사 및 사설은 꾸준히 증가하여 MB정부 시기에 가장 많았으며 박근혜정부 시 기에는 다소 감소하였다. 정부 시기별로 교육복지 이슈는 고유한 위상과 구조를 갖는 연결망을 형성하고 있었다. 연구결과를 종합해볼 때, 우리사회에서 교육복지의 정치화 는 뚜렷한 현상으로 나타나고 있었으며, 특히 교육감 선거와 관련된 지역 정치화의 경 향성이 강했다. 또한 참여정부 시절 의미의 외연 확장 가능성을 보였던 교육복지 이슈 가 박근혜정부기에 들어 학교교육 중심으로 수렴되는 경향을 보였으며, 한편으로 이슈 수준에서 교육과 복지의 연계의 가능성을 보여주기도 하였다. 연구자들은 이론 논의를 바탕으로 정책적 시사점과 향후 연구 과제를 제시하였다.
Educational welfare has become a representative educational and political issue in the process of educational welfare policies and political elections. The purpose of this study is to analyze the semantic structure of educational welfare issue according to the political change by the semantic network analysis on words in articles containing the word ‘educational welfare’ of main newspapers in Korea. As results, the number of articles containing ‘educational welfare’ increased steadily, being the largest in the MB government period and somewhat declining in the Park Geunhye government period. Educational welfare issues were forming a semantic network with a unique status and structure. According to the results of this study, the politicization of education welfare in our society has become clear phenomenon, especially local politicization tendency. In addition, educational welfare issues, which showed the possibility of expanding the meaning during the Participatory Government, showed tendency to converge to the school education in the period of Park Geunhye government, and also showed the possibility of linking education and welfare at issue level. The researchers suggested policy implications and future research projects based on these theoretical discussions.
