저소득 취약계층의 소득보장 프로그램인 기초연금, 간접적 소득보장의 성격 을 갖는 노인일자리사업, 자활근로사업의 급여액을 최저생활보장을 위해 인 상할 필요가 있다. 그 인상분을 가칭 ‘사회적경제 바우처’의 형태로 발급하 여 사회적경제상품의 유통활성화를 도모하고자 하는 것이 본 연구의 목적이 다. 이를 구체적으로 실현하기 위한 그 실천적, 전략적 방안을 제시하였다.
Income security policy for the Vulnerable in Korea consist of direct and indirect program. first, There are basic pension for the old and self-sufficiency labor benefit for the working poor as a direct income security program. Secondly, There is senior public works program as a indirect income security policy for the elderly in Korea. All of these need the increase of benefit now. I suggest the payment of ‘social economy voucher’ substituting in-cash payment as an increasing benefit. finally, I hope that social security products flow actively, using these vouchers.
