본 연구는 산재장애인의 재활서비스 실태 및 욕구를 분석하고, 이의 문제점 및 대안을 논의하고자 한 것이다. 이를 위해 본 연구는 근로복지공단이 2004년 상반기 실시한 ‘산재근로자 재활사업을 위한 조사’를 이차자료분석 하였다. 조사 대상은 장애등급판정 대기 중인 산재근로자 1,725명으로 근로복지공단 산하 재활상담원이 산재근로자에게 설문 조사한 것이다. 이 중 본 연구에서는 치료기간 중 감정, 원직장복귀가능성, 원직장 복귀가 불가능할 경우 직업계획, 참여를 원하는 프로그램, 전문가의 권유시 재활서비스 참여 의사 등 총 6문항을 분석에 활용하였다. 분석결과, 재활상담서비스에 대해 만족하다고 응답한 산재장애인은 34.9%에 불과하였고, 상담을 받아본 적이 없다고 응답한 경우가 42.4%로 과반수에 근접하는 산재장애인들이 기본적인 재활상담조차 받지 못하는 것으로 나타났다. 또한 휴유증상 및 재활보조기구 지급제도 인지도를 살펴본 결과, 역시 42.4%가 둘 다 모르는 것으로 응답하여, 홍보 필요성 등이 제기되었다. 또한 성, 산재이전 직업에 따라 재활서비스 욕구에 차이가 있는 것으로 나타나서 산재장애인의 특성에 따라 개별화 전략의 필요성을 제기하고, 향후 재활사업의 방향을 논의하였다. 이차자료분석은 이미 조사된 자료를 재분석함으로써 변수 선정에 한계를 갖는다. 그러나 본 연구는 산재근로자의 재활을 위한 기초 연구가 매우 미비한 점, 표집 사이즈가 커서 실태 및 욕구 분석에 용이한 데이터의 특성, 재활서비스에 대한 문제점 분석 및 대안을 모색하는 등의 측면에서 산재장애인의 효과적인 재활서비스체계 구축을 위한 유의미한 기초 자료가 될 것으로 기대한다.
This study attempts to analyze needs on rehabilitation services and the actual conditions of disabled workers due to industrial injury. And this study argues about the central issues and alternatives of rehabilitation services system for disabled workers due to industrial injury. This study uses a secondary data analysis. The original data is \'Survey on rehabilitation services for disabled workers due to industrial injury\' of Korea Labor Welfare Corporation. The sample is 1,725 disabled workers, and methods of analysis utilizes chi-square statistics. The results are as follows. First, only 34.9% of disabled workers due to industrial injury were satisfied with rehabilitation counselling. In addition, 42.4% disabled workers due to industrial injury didn\'t have been to receive rehabilitation counselling. Second, disabled workers due to industrial injury showed differences of needs on rehabilitation services according to gender and occupation before industrial injury. Based on the results of this study, the central issues and alternatives of rehabilitation services system for disabled workers due to industrial injury were discussed. This study provides us with an additional knowledge about needs of rehabilitation services and the actual conditions of disabled workers due to industrial injury. And this study develops practical & political implication to activate rehabilitation services system for disabled workers due to industrial injury.
