Today, the crisis of mass production system is requesting an alternative model of development in the regional economics. The new paradigm is emphasizing the social networks with institutional conditions that embedded in the region. This research applies the Wenzhou based on the Marshallian Industrial District theory and tries to grasp the dynamics of regional economy in Wenzhou. This is the starting point to understand the substance of Chinese e economy and will act to the lesson for the under-development region. I will divide into three parts. First, I analyzed a geographical conditions and social background about a Wenzhou. Second, I analyzed the private enterprise and special market that appeared in the open policy. That is to grasp the characters of regional economy. Lastly, for the analysis about the economic operation mechanism in Wenzhou, I will analyze the roles of local government with a spatial division of labour in the inter-firm network. In conclusion, Wenzhou`s industrial districts are very similar with the third Italy externally.
