Prohibition of Discrimination against People with Disabilities Act(PDPDA) was passed the Legislature on March 6, 2007, and will be enforced on and after April, 11, 2008. The meaning of PDPDA is really immense. It is landmark of Korean disability movement history. It is not only a victory of people with disabilities but also a important cornerstone for enhancing human rights in Korean society. It will provide significant momentum for transforming the frameworks of disability policy into those based on the social model.
However, it is necessary to reasonably solve various issues and problems to realize these significant meanings. Those issues were raised and argued during the discussion processes in the bi-partizan committee of PDPDA which was operated from August, 16, 2006 to December 12, 2006 by representatives of people with disabilities and government. The Presidential Committee of Social Inclusion(PCSI) took the leading role in this bi-partizan committee and coordinated conflicts between disabled representatives and government. Although failing to reach full agreements, PCSI made important contributions for legislation of PDPDA. The issues around PDPDA are to be continually raised after enforcement of the act. To understand the meaning and context of those issues will help make PDPDA effective one.
