인간이 다른 동물과 다른 가장 중요한 요인 중의 하나는 언어를 사용하고 그 언어를 문자로 나타낼 수 있다는 점이다. 시각장애인들도 자신들의 문자인 점자를 사용함으로써 스스로 읽고 쓸 수 있게 되었다. 이 점자는 시각장애인에게 문자 이상의 의미가 있으며, 자신감과 독립성을 갖게 한다(Schroeder, 1997). 점자를 능숙하게 읽고 쓸 수 있는 시각장애인은 점자를 모르는 시각장애인보다 취업률이 높고 더 높은 자기 존중감을 갖는다(Ryles, 1996). 따라서 미국에서는 각 주에 점자법(braille bill)을 제정하여 점자를 필요로 하는 모든 아동에게 의무적으로 점자를 가르쳐야 한다고 규정하고 있고(Koenig & Holbrook, 1995), 맹학생이나 중도에 실명한 시각장애인에게 점자교육을 강조하고 있다.
The purpose of this article was to develop the model for the computerized Korean braille courseware(tutor) for teachers of visually impaired learners, rehabilitation teachers, parents, braille transcribers, college university students in teacher preparation programs. This article also surveyed the needs of teachers of visually impaired learners, college and university students and braille transcribers for the courseware. After data were collected and analyzed in order to present the model for development systems of the computerized Korean braille courseware. It would consist of Hangul braille mathematical and science notation, music notation and computer braille notation.
