The purpose of this study is to establish the strategies for internationalization of higher education for recruiting international students. In order to achieve the objective, this study conducted two major researches. First, this study reviewed the literatures on the internationalization strategies in higher education and designed the hierarchical representation. Second, this study conducted the questionnaire survey on the perceptions of thirty international students enrolled S national university on the relevant factors of internationalization strategies. The data were analyzed by AHP(Analytic Hierarchy Process).
Through the analysis, it was realized that \'curriculum\' was the most important fact in level 1. In level 2, ‘classes in English’ was prior to other attributes. The result of analyzing international students by program(degree versus non-degree) and language(English versus non English) showed that the relative priorities of the strategies for internationalization were different. In
conclusion, it is necessary to establish the strategies for internationalization of higher education based on international students\' personal and social characteristics.
