최근 우리나라는 2003년 개정된 사회복지사업법의 영향으로 시군구 지역단위의 지역사회복지계획을 수립하여 지역사회 중심의 사회복지실천을 위한 법적 장치를 마련하였다. 그리고 각 지자체들은 지역단위의 지역사회복지계획을 수립하기 위하여 지역사회주민들을 대상으로 하여 욕구조사를 활발히 실시하였고 그 결과를 토대로 하여 4년 단위의 지역사회복지계획을 수립하고 있다. 본 연구의 목적은 서인해, 공계순(2001)이 이론 중심의 욕구조사실태 파악을 위해서 제시한 분석틀을 중심으로 L구를 대상으로 이루어진 지역사회복지욕구조사 결과물 즉 조사보고서를 분석하는 것이다. 분석한 결과는 다음과 같다. 첫째 욕구조사보고서에 나타난 욕구조사기법을 분석한 결과 대부분이 서베이 욕구조사기법에 집중되어 있었다. 둘째, 욕구조사를 실시할 때 수혜자의 욕구에 대한 3가지 관점의 차원이 모두 활용되지 않았다. 셋째, 다양한 자원 및 조사기법을 활용한 욕구조사가 이루어지지 않았다. 이에 본 연구자는 좀더 정확한 욕구조사를 위하여 Harlow & Tuner가 제시한 욕구조사 4단계의 방법을 제안하였다. 이것을 통해서 각각의 지역사회특성을 반영한 서비스 개발과 제공이 이루어지기를 바라는 바이다.
Local Social Welfare Master Plan in City, County and Territory regional areas obtained the legal basis according to the revision of Social Service Act in July 2003. In order to Local Social Welfare Master Plan in City, Korean local government investigate needs assessment for community. It establishes the area social welfare plan of 4 year unit. The purpose of this study is to analyze the Need Assessment Reports in “L”gu district by using need assessment analysis frameworks devised by In-Hae, Seo and Gye-Soon. The findings were as follow: (1) Need Assessment Reports tended to use only the need assessment survey method (2) Need Assessment did not apply three perspectives about consumer\'s needs (3) Need Assessment did not utilize various resources and need assessment method. For the craving investigation which is accurate, the researcher proposes a method of needs assessment 4 phase devised by Harlow & Tuner. Key word: need assessment
