This research is to find out a basic and successful way to our future educational reform and its strategies on the basis of our past educational reform and their strategies as well as analysing their results. To fulfill this study various educational reform programs and their results from modern educational period to recent Sixth Republic, Kim Youngsam regime, were analysed, reaching almost 100 years. The consistent theory shown in the educational reform practiced until now is that it was not the reform from the real educational field but a directional approach from the higher governmental institution, almost officially. Those educational reforms have not shown any realization on historical direction and the principles on the educational philosophy, because the educational reform began through the forces from outside, or the imitation from the theories of other advanced countries. Now beginning with 21st century, we are forced to live in the lives of endless competition and the global times without border lines among countries. I am going to emphasize some important tasks for the future educational reform as following. We have to find out an approach to able to enforce the international competitive power for the development of our education and country. In order to accomplish the educational reform successfully, the reform must start from the educational field and some theoretical and practical principles must be found through historical and political researches.
