The purpose of this study is to review identification procedures of specific learning disabilities(SLD) which have been using in the United States. Recently, under IDEA reauthorization 2004 and 2006, provisions of IDEA allowed school districts to use RTI as an alternative method for identifying SLD instead of the IQ-achievement discrepancy model. Thus, in order to identify SLD, most of states are using RTI. The basic purposes and principles of RTI sound like resonable and ideal. Moreover, recent research shows that RTI is effective educational practices within schools to bring high quality instruction to all students including learning disabilities. However, when reviewing identification procedures of SLD by using RTI of several states, we can see that the United States is in a transition period and even RTI recommended are still questionable. Thus, we indicated and discussed some important questions with regard to scientific, research-based interventions/instructions, progress monitoring, evaluation system, eligibility criteria, limitation of measurement in subject areas, use of standardized tests, cognitive ability, comorbidity with other disorders, and so on. Finally, we mentioned some issues to be solved before RTI is applied to identification of SLD in Korea.
