본 연구의 목적은 중증장애 근로자의 근로지원인 서비스 욕구를 파악하고, 서비스 종류와 유형이 비슷한 활동보조서비스 이용 장애인들의 이용경험을 조사하여 향후 근로지원인 제도 도입에 필요한 기초자료 제공과 함께 제도 도입을 위해 검토해야 할 방향을 제시하고자 한다. 이를 위하여 조사는 2단계(첫째, 장애인 근로자 552명을 대상으로 한 욕구조사, 둘째, 자립생활센터 근로 장애인 92명을 대상으로 한 이용경험 조사)로 이루어졌다. 조사기간은 2007년 7월 18일부터 8월 15일까지 실시하였다. 연구결과는 다음과 같다. 첫째, 중증 장애 근로자들을 대상으로 한 근로지원인 욕구파악을 위한 분석결과 중증장애 근로자들은 근로지원인 서비스에 대하여 필요하다는 것과 이 서비스가 제공될 때 이용하겠다는 것, 그리고 이용할 서비스 영역으로 이동보조 영역이 가장 뚜렷하게 나타났다. 둘째, 서비스 이용 장애인의 이용경험 분석결과 자립생활센터 근로 장애인들은 사무보조 서비스를 이용하는 비율이 높았으며 주로, 일상생활과 도구적 일상생활, 문서작성과 정리, 교통과 이동 보조서비스 영역을 이용한다는 것과 서비스 이용 시 도움정도와 만족정도가 높았다. 셋째, 중증장애 근로자들을 대상으로 한 욕구조사와 서비스 이용 장애인의 이용경험을 비교해본 결과 서비스 이용영역과 이용시간, 도움정도와 만족정도 등이 일치하는 것을 알 수 있었다. 결국, 서비스에 대한 필요정도와 만족정도는 장애인 근로자에게 매우 높기에 활동보조서비스의 한 영역이든, 근로지원인 서비스든 서비스는 반드시 제공되어야 한다는 점을 제언하였다.
This study intended to examine the needs of personal assistance services for people with severe disabilities and analyze utilization experience. Hence this study suggested basic data and several orientation in conducting PAS system afterwards. In order to attain purpose of study the research was executed in 2-times, 1) needs survey for subject of the 552 people with disabilities in the workplace, 2) utilization experience survey for subject of the 92 people with disabilities in the workplace who registered to Independent Living Centers. The findings is as follows: First, the needs of PAS, the utilization will and mobile assistance service in the provided services were discriminated. Second, people with disabilities in the workplace who registered to Independent Living Centers utilized more office work personal assistance service than any other services. Third, compared the needs of personal assistance services for people with severe disabilities to utilization experience, service and useful time that they demand, what to be supported and what to be satisfied is consisted. Hereupon the standard of demand and satisfaction are so high, assistance service for people with severe disabilities is provided in such and such PAS and PAS in workplace.
