Recently disturbance of educational authority is increasing in schools; students interfere with normal classroom activities, or students and their parents exert physical or linguistic violence on teachers. In particular, this phenomenon occurs more often after some education offices enacted the ordinance of students rights in accordance with the public opinion that human rights of students had been unfairly violated. As a result, the idea has been suggested that the ordinance of teachers rights is necessary to be enacted in order to prevent disturbances of teachers' justifiable educational activities and concentrate on their educational activities. Educational authority is a concept that includes the rights and authority of teachers. However, the ordinance of teachers rights does not obtain wide support because it emphasizes the aspect of the rights. The question is raised in the enactment of the ordinance of teachers rights because the rights of teachers was already legally regulated. Particularly in specific educational activities held on the relations between students and teachers, rights of teachers that are not based on authority can face unexpected conflicts and problems. Therefore, it is important that teachers themselves try to equip with professionalism, accountability and autonomy so that students can accept teachers' authority as well as rights. Based on these characteristics, the authority of teachers can be restored, and true educational authority can be secured by faithfully supporting rights in law and institution. In case that the ordinance of teachers rights is necessarily needed, a single ordinance rather than respective ones needs to be reviewed such as school ordinance.
