As the studies of school autonomy emphasize the fundamental aspects of school autonomy, this study did the contents analysis on the tasks of school autonomy, laws, and abolishment guideline focusing on B Office of Education's processing followed by first and second stage processing plan of school autonomy of Ministry of Education. B Office of Education abolished 24 guidelines and changed 5 guidelines by the Ministry of Education's 4?15 school autonomy plan abolishing 29 guidelines immediately. Looking at the distribution areas of each guideline, the guideline related to curriculum such as school affairs and school management(3 guidelines), curriculum(18 guidelines), personnel changes(2 guidelines), school inspection(2 guidelines), etal(4 guidelines) was the most. The highest ratio in the area of curriculum based on statistical criterion indicates that the autonomy of each school's curriculum operation increased. However, when the real content was reviewed, the guideline related to curriculum by level and after-school curriculum was generally maintained. It means that the content of the immediate abolishment guideline of school autonomy doesn't have big contribution on the curriculum autonomy increasement of each school. The second stage school autonomy processing plan released in November 12 decided to abolish 65.4%(214 guidelines) of 327 immediate abolishment guidelines. But there was high ratio in period completion and closing accounts(43.9%, 100 guidelines), and one shot guideline(22.4%, 51 guidelines). Especially, one shot guideline such as the official paper for material present and event plan isn't abolishment guideline for school autonomy. For making school-based self-administration foundation, the school autonomy should have operational ability based on school members' self-administrational perception and speciality, not guideline abolishment driven by central government.
