Korean universities of education have been faced with many needs not only from her systems but also from the society. A new policy for the requirements of certification of teachers has been issued. Governmental policy to enforce English education, requests from governmental organizations and provincial states, complementary measures for problems of implementing current curriculum, etc., requires revision of teacher education curriculum. Thus, this study explored the scheme for the effective teacher education curriculum and its implementation. This study analyzed the previous studies conducted by the universities of education, information and official letters from governmental offices and organizations pertinent to elementary teacher education, and results from discussions and meetings of the Committee for the Revision of Curriculum for the National Universities of Education. The outcome of the study is the introduction of double major system to secure the number of subject matter specialist in skill oriented subject matters. The curriculum for elementary teacher education is divided into two majors, programs for classroom teachers and subject matter specialist. The dual program will enhance the specialties for elementary school teachers, prevent secondary teachers from moving into elementary schools, and secure the number of subject matter specialists in skill oriented subject matters.
