This study analyzed the educational policy-making structure focusing on the case of The Private School Law amendment process of the successive governments The results were as follows: First, The Private School Law amendment process from the Park, Jeong-hee administration to the Chun, Doo-hwan administration was near in iron triangles. The Private School Law amendment process was near to issue networks after Kim, Young-sam administration. Second, policy curtain and iron duet did not appear. The Private School Law amendment process has proceeded because the National Assembly became center mass mainly since Park, Jeong-hee administration. Third, there were not many participants in Private School Law amendment process generally to Chun, Doo-hwan administration. National Assembly, government and a couple of interest groups took part mainly. Activities of students' parents and press were insufficient to Chun, Doo-hwan administration. However, various participants intervened in policy process from Roh, Tae-woo administration. Fourth, various participants intervened in policy process after Kim, Young-sam administration.
