이 논문은 역대 정부의 사립학교법 개정과정에서 나타난 교육정책결정구조를 분석한 것이다. 분석 결과는 다음과 같다. 첫째, 분석틀에서 제시된 다섯 가지의 모형과 관련해서 사립학교법 개정과정의 정책결정구조의 경우는 박정희정부와 전두환정부 때에는 철의 삼각, 김영삼정부 이후에는 이슈네트워크에 가까웠다. 둘째, 다섯 가지 모형 중에서, 정책커텐과 철의 듀엣은 나타나지 않았는데, 박정희정부 이후의 사립학교법 개정과정은 주로 국회가 중심이 되어 진행되어 오다보니 국회가 배제된 형태인 정책커텐과 철의 듀엣은 나타나지 않은 것으로 보인다. 또한 간헐적이지만 우리나라의 이익집단들은 꾸준히 정책형성과정에 일정부분 관여해온 것을 보여준 방증이기도 하다. 셋째, 참여자의 수 및 종류의 측면에서 전두환정부까지는 전반적으로 사립학교법 개정과정에 참여자가 많지 않았으며, 주로 국회 및 정부부처와 소수의 관련 이익집단이 주된 참여자였다. 사립학교 정책의 정책대상자이며 중요한 이해당사자인 학부모 및 이를 대표해야 할 언론 등의 활동은 전두환정부까지는 미흡하였다. 그러나 노태우정부 들어서는 다양한 참여자들이 정책과정에 개입하였다. 정책과정의 참여자의 수는 많아졌으며, 다양한 외부의 이해관계인들이 정책결정과정에 참여하였다. 넷째, 김영삼정부 이후에는 정책과정에 좀 더 다양한 참여자가 개입되었으며, 특히 이 때부터는 그 동안 침묵으로 일관하던 일반 국민들의 이익을 상당부분 대변하는 시민사회단체의 활동이 활발해졌다. 바야흐로 이슈네트워크의 시대가 열린 것이다.
This study analyzed the educational policy-making structure focusing on the case of The Private School Law amendment process of the successive governments The results were as follows: First, The Private School Law amendment process from the Park, Jeong-hee administration to the Chun, Doo-hwan administration was near in iron triangles. The Private School Law amendment process was near to issue networks after Kim, Young-sam administration. Second, policy curtain and iron duet did not appear. The Private School Law amendment process has proceeded because the National Assembly became center mass mainly since Park, Jeong-hee administration. Third, there were not many participants in Private School Law amendment process generally to Chun, Doo-hwan administration. National Assembly, government and a couple of interest groups took part mainly. Activities of students' parents and press were insufficient to Chun, Doo-hwan administration. However, various participants intervened in policy process from Roh, Tae-woo administration. Fourth, various participants intervened in policy process after Kim, Young-sam administration. Specially, NGO's activity brisked at this time. Age of issue networks opens almost.
