본 연구는 지역 수준의 교육과정 편성 실태를 점검하고 그 개선방안을 논의하고자 2013년도에 적용된 각 시·도별 교육과정 편성·운영 지침 문서에서 창의적 체험활동 관련 지침을 추출하여 국가교육과정과 비교·분석하였다. 그 결과, 총론의 학교 급별 중점 과제 및 창의적 체험활동 교육과정을 모두 포함한 대부분의 시·도 지침이 국가 교육과정과 동일하거나 일부 항목을 추가 또는 누락하고 있는 것으로 나타났는데, 일부 항목을 추가 또는 누락한 경우에도 내용상의 실질적인 차이가 있는 것은 아니었다. 이는 2009 개정 교육과정에서 새롭게 규정된 지침의 경우에도 마찬가지 경향을 보였으며, 수시 개정으로 인하여 국가 교육과정에서 새롭게 반영된 규정을 시·도 지침에서 반영하고 있지 못한 사례도 발견되었다. 본 연구에서는 시·도 지침이 국가 교육과정의 중복성의 문제를 해소하고 교육과정의 자율성을 발휘하기 위하여 시·도 지침의 발간 형태 및 발간 주기 등을 유연하게 적용할 필요가 있으며 더 나아가 시·도 지침에서 실제로 지역 수준에서 교육 현장의 교육적 요구와 필요를 반영할 수 있는 부분들만을 다루는 방안 등을 도입해야 한다고 제안하였다.
The aim of this study was to analyze the MOPE(Metropolitan?Province Office of Education) Curriculum Arrangement and Implementation Guidelines related to curriculum autonomy and suggest possible improvements. For this purpose, this study conducted comparative research between 17 MOPE Curriculum Arrangement and Implementation Guidelines and Korean national curriculum especially focusing on the Creative Experiential Activities(extra-curriculum). The results indicated: First, most of the MOPE Curriculum Arrangement and Implementation Guidelines about the Creative Experiential Activities are the same as or very similar to the regulations stated in the national curriculum. Second, most of the MOPE Curriculum Arrangement and Implementation Guidelines do not contains the new regulations from the partly revised national curriculum. According to these results, this study suggested that the form and the publishing period of the MOPE Curriculum Arrangement and Implementation Guidelines have to be modified and the national curriculum has to regulate the main roles and the contents of the MOPE Curriculum Arrangement and Implementation Guidelines to realize the curriculum autonomy.
