The aim of this study was to analyze the MOPE(Metropolitan?Province Office of Education)
Curriculum Arrangement and Implementation Guidelines related to curriculum autonomy and suggest
possible improvements. For this purpose, this study conducted comparative research between 17 MOPE
Curriculum Arrangement and Implementation Guidelines and Korean national curriculum especially focusing
on the Creative Experiential Activities(extra-curriculum). The results indicated: First, most of the MOPE
Curriculum Arrangement and Implementation Guidelines about the Creative Experiential Activities are the
same as or very similar to the regulations stated in the national curriculum. Second, most of the MOPE
Curriculum Arrangement and Implementation Guidelines do not contains the new regulations from the
partly revised national curriculum. According to these results, this study suggested that the form and the
publishing period of the MOPE Curriculum Arrangement and Implementation Guidelines have to be
modified and the national curriculum has to regulate the main roles and the contents of the MOPE
Curriculum Arrangement and Implementation Guidelines to realize the curriculum autonomy.
