Present high school student selection and group system of high schools were introduced for the purpose of normalization of secondary educaion by the equalization policy of high schools in 1974. The policy contributed to the reduction of ecvessive competition for gaining admission th presitigious high schools as weel as the expansion of the pooprtunities for high school educaion. However, there were some side effects such as remaining gap among educaional conditioans of high schools, diverse students in terms of academic achievements withins schools, the absence of students\' choice of schools etc. Therefore, it is expected that some meausres be taken to complement the present system of students selection and group of high schools . The followings are the findings and policy recommendations of the research.
1. The results of survey to high school students, parents, and teachers.
1) Over 40% of repondents show that they are not satisfying with the present system. Over 70 % of respondents show that they agree with the revision of the present sytem.
2) Those who are for the revision of the system mainly are ot satisfying with the condition of school such as facilities, teachers , achool environents, school\'s rate of gaining admission to university.
3) Therefore, they expect that they could choose their own high schools or at least group of high schools.
