The following study is to identify its effectiveness of operating the newly proposed teacher evaluation school by comparing and analyzing the change and development of elementary teachers\' overall concerns of teaching among groups. The study founding included the following: First, the elementary teachers\' overall concerns of teaching among groups were generally high regardless of operating teacher evaluation. There was no significant difference among groups about the concerning area, though it showed the order of \'impact>self>task\'. Second, for concerns of teaching depending on the background variables, female teachers showed higher than male teachers regardless of operating teacher evaluation. However, concerns of teaching depending on career, assignment of a position, and academic background showed different results in relation to operation of the newly proposed teacher evaluation school.
Against this backdrop, it can be concluded that there is no effectiveness in evaluating teachers, for it was difficult to identify the influence level of teachers\' concerns of teaching which should be displayed high regardless of career at the newly proposed teacher evaluation school. Hence it is necessary to increase its validity and credibility of further researches by expanding the study subjects, running parallel researches of the qualitative, longitudinal matters as well as quantitative matters, grafting the environmental elements on the development of concerns of teaching, and securing adequacy of the questionnaire items and the level of scale.
