본 연구는 시설 내 생활재활교사들을 대상으로 현재 생활시설에 거주하고 있는 정신지체인의 성문제 실태를 조사하여 그들의 성적행동 특성을 파악하고 성문제를 분석함으로써 이를 바탕으로 정신지체생활인이 성적존재로 인정받는 서비스를 제공받고 기관, 사회, 정부의 인식을 변화시켜 그들의 삶의 질을 높일 수 있는 정책방향 제시와 실천적 토대를 위한 기초 자료를 제공하고자 시도하였다. 이에 본 연구는 2004년 11월 20일부터 12월 20일까지 보건복지부에 등록되어 있는 전국 정신지체생활시설에 근무하는 생활재활교사들을 대상으로 실시한 조사연구를 분석 결과를 토대로 정신지체생활시설인의 성문제 대처방안을 제시하였다.
In this study we survey the sexual matters of mentally retarded people who\'re staying in the facility by contacting the trainers in the rehabilitation facility, tried to find out the characteristic sexual behaviors of the mentally retarded people, and analyzed the findings. And, based on the results, we attempted to provide basic data to build and apply national policies by changing the perceptions of the related institutions, society and the government, so the mentally retarded people can be recognized as a sexual individual, thereby raising the living quality of the mentally retarded people. In this study, based on the analysis of the surveyed data that we collected by contacting the trainers at the rehabilitation centers in the country, which were registered to the Ministry of Health and Welfare between November 20 of 2004 and December 20 of 2004, we suggest a national policy to deal with the sexual matters of the people institutionalized in the mental rehabilitation facilities in the country.
