Recently, one of the most important features of the Korean society is that the importance of the NGO (Non-governmental Organization) is gradually being emphasized to make up for the functions that the market and the government have lost. The roles of the NGO have been enlarged as 1) the demand for public finance and service caused by the specialization and diversification of the society increases, 2) the financial difficulty of the government results in the decrease of the public services, 3) the overall activities of the civil movements increase, and 4) the privatization and the civilian entrustment are highlighted as the methods of the reformation of the administrative system through nongovernmental organizations. These days, the activation of the voluntary community services has become the significant alternatives to substitute for the poor local community services. From that point, the establishment of ideal partnership of GO-NGO may be a driving force to activate the voluntary community services, which provide the opportunities to use individuals\' experiences and abilities by their own motivation and will, and to contribute to the development of the society. In addition, the services can be effective in preventing the identity of the community from weakening and solving the social problems. Hence, the needs of the community services have become the common issue all over the world as well as in our country. The voluntary services may derive from altruistic reasons and residents\' own participation for the construction of a welfare society. However, there are more opinions that facilitating the voluntary community services can be the most effective alternatives to cope with the limited resources in contrast to the citizens\' higher needs of community welfare services. Therefore, I will try to suggest the methods to activate the voluntary services through the partnership between GO and NGO by identifying the relationship between GO and NGO and then establishing a more desirable connection.
