The purpose of this study is to give suggestion and discernment for an organizational management to managers for a social welfare organization in accordance with necessity of study on a leadership for an effective organizational management from standpoint for united efforts of government and people in a working-level field of a social welfare, and to contribute to a further theoretical development. In conclusion, a modern organization, in fact could effectively attain its object through controlling and coordinating of a diverse type of human being behavior. Accordingly, Lee, Soon Shin, naval general in the age of Chosun exercised his leadership of governance on the basis of humanity united with attitude of absolute honesty, high confidence, the best will save itself, and setting of an example of moderation to others, courage, decision, excellent ability of informative application and excellent strategy.
