우리나라는 전 세계에 유래가 없을 정도로 빠르게 인구 고령화가 진행되고 있으며 노인 가구 중 노인독신 또는 노인부부가구가 급증하고 있으며 요양이 필요한 노인 중 서비스를 전혀 받지 못하는 인구 또한 매우 급증하고 있어 왔다. 노인성 질환을 앓고 있으면서 서비스 혜택을 받지 못하는 노인층의 증가는 노년층의 삶의 질 측면에서 매우 열악했던 것이 사실이었다. 이러한 문제를 국가 ∙ 사회 ∙ 개인 모두가 사회공동체로서 노인문제를 함께 해결하기 위해 노인을 위한 제도 시행이 절실히 시급한 실정이었다. 본 논문의 연구 목적은 노인요양문제를 해결하기 위하여 2008.07.01부터 노인장기요양보험제도의 시행에 따라 지적되고 있는 여러 쟁점과 과제들을 시설운영 입장에서 살펴보고 그에 대한 해결 방안들을 제시하므로 우리나라에 적합한 노인장기요양보험제도의 정착에 기여하고자 한다.
Korea has rapidly stepped into the aging society to the extent having no parallel in the world and the household which is made of elderly couple or single aged person has increased together with the change. There has been a growing demand of service and care for the aged people in dead zone of social healthcare service. The increase of the aged who has not been benefited with social healthcare service program even though they has had diseases from aging has degrades the quality of life. It is urgent to build up the system for the aged people as to we; individuals, government and our society as each one of the community members address the welfare needs of senior citizens in cooperation. In this article I intend to investigate the points at issue and tasks to be attained aroused from the enforcement of Long-term Care Insurance Service for the Aged People which was commenced on July 1, 2008 in respect of facility operation and propose countermeasures to make contribution for settlement of Long-term Care Insurance Service for the Aged People.
